Chronological Standard History
AS/NZS 4602:1999 established a unified Australasian framework for high-visibility safety garments. It set requirements for fluorescent background material, retroreflective material, and basic garment design.
The 1999 standard created a defined compliance reference for high-visibility garments used in workplace environments such as roadwork, construction, traffic management, and industrial operations.
AS/NZS 4602.1:2011 replaced AS/NZS 4602:1999 and introduced the garment classification system widely used on high-visibility garment labels. The main classifications were:

Class D/NThe 2011 revision also strengthened the link between garment design requirements and material performance requirements under AS/NZS 1906.4.
The classification system allowed procurement specifications and workplace policies to define high-visibility garments by intended use condition rather than by general appearance. For example, a specification could require Class D/N garments where workers are exposed to both daylight and night-time vehicle movement.
The 2020 amendment updated the 2011 framework, including the designation, preface, selected clauses, and figures. It also reflected the move from the joint AS/NZS 4602.1 designation toward the Australian-only AS 4602.1 designation.
The amendment is relevant when reviewing older labels, tender wording, internal PPE policies, or archived compliance documents. It forms part of the transition history between the 2011 joint Australian/New Zealand standard and the later Australian-only AS 4602.1 structure.
AS/NZS 1906.4:2023 updated the materials framework used with high-visibility garments. The update expanded recognised high-visibility background colours and clarified or introduced material classes.
Key changes included:
Material compliance affects whether a finished garment can meet the applicable garment standard. Procurement specifications based only on legacy colour assumptions, such as yellow or orange only, may not reflect the full recognised material range under AS/NZS 1906.4:2023.
AS 4602.1:2024 replaced the amended 2011 framework as the current Australian garment standard. It introduced a more detailed garment-design framework for occupational garments used around moving traffic, moving plant, and equipment.

The 2024 standard introduced levels within relevant classifications to account for the amount and placement of high-visibility and retroreflective material.
General procurement interpretation:
The earlier classification system focused primarily on lighting conditions: day, night, or day/night use. The 2024 framework adds more detail for selecting garments according to workplace risk, garment configuration, and visibility coverage.
During 2025 and 2026, procurement specifications, tender documents, and internal PPE policies are expected to transition from references to AS/NZS 4602.1:2011 toward AS 4602.1:2024.
Garments labelled to AS/NZS 4602.1:2011 were not automatically made obsolete by the publication of AS 4602.1:2024. Compliance depends on the applicable workplace requirement, contract requirement, site policy, regulator guidance, or procurement specification.
Mixed garment labels are likely during the transition period. A garment labelled to AS/NZS 4602.1:2011 may have been compliant when purchased, but may not meet a 2025 or 2026 procurement specification written against AS 4602.1:2024.

Current Application
For Australian procurement, AS 4602.1:2024 is the current garment standard. New specifications should cite AS 4602.1:2024 and identify the required class, level where applicable, and garment configuration.
For garments already in use, compliance should be checked against the applicable workplace requirement. Relevant references may include:
